David Grattan

Director & Founder

David is a chartered planning consultant with expertise in delivering consents and providing leadership for sustainable infrastructure and development projects. He has advised on over ten nationally significant infrastructure projects spanning energy generation; electricity transmission; carbon capture and transport.

David specialises in providing strategic planning advice, from devising the initial consenting strategy, establishing collaborative ways of engaging stakeholders, to preparing application documents and acting as expert witness. He has undertaken strategic roles for leading promoters looking beyond the remit of a specific project to their consenting approach more broadly.

David is a Council Member of the National Infrastructure Planning Association. He co-leads the Policy and Practice Working Group which is focused on responding to Government consultations and shaping national infrastructure policy and practice.

Tamsin Sealy

Senior Associate

Tamsin is a chartered town planner specialising in the consenting and implementation of major infrastructure projects. She advises on projects at all stages of the development lifecycle, and across infrastructure sectors, with experience of leading teams on energy generation (solar and offshore wind), energy transmission (overhead lines and interconnectors) and transport projects. Tamsin has experience of acting as Expert Witness and advising contractor teams during implementation.

 

Tamsin specialises in co-ordinating multi-disciplinary teams to produce robust applications in challenging timescales. She is experienced in engaging with decision makers, statutory consultees, landowners, local communities and contractors. She brings a thorough understanding of the legislative and policy framework to inform the successful end-to-end delivery of complex projects, from the consenting strategy to high quality outputs that can withstand scrutiny.
